ABSTRAKSI: Dengan semakin banyaknya operator cellular saat ini, maka setiap operator mengadakan promosi untuk menarik perhatian pelanggan dengan cara menawarkan berbagai macam fitur dan promosi yang berbeda. Salah satu promosi yang sekarang gencar adalah promosi pentarifan yang lebih dikenal dengan “perang tarif”. Tetapi tarif murah itu hanya berlaku untuk sesama operator. Hal yang cukup menguntungkan ini tidak dapat dirasakan oleh bagi pelanggan PSTN.
Dalam proyek akhir ini akan dibuat sebuah sistem aplikasi dari VoIP yang dapat menekan biaya tagihan telepon bagi pelanggan PSTN khususnya perusahaan yang memiliki tingkat penggunaan telepon yang cukup tinggi untuk menghubungi operator cellular. Sistem cellular gateway ini terdiri dari beberapa mobile station berbeda operator yang terhubung dengan beberapa client melalui VoIP. Kemudian sistem ini akan menentukan jalur yang akan digunakan untuk memanggil nomor cellular. Sehingga panggilan yang dilakukan merupakan panggilan ke sesama operator.
Permasalahan ini diangkat berdasarkan keadaan nyata di lapangan bahwa operator PSTN belum mampu bersaing dengan operator cellular dalam hal pentarifan. Dengan adanya sistem ini maka diharapkan pelanggan PSTN, khususnya perusahaan dengan tingkat penggunaan telepon yang tinggi dapat mengurangi biaya tagihan teleponnya.
Pada proyek akhir ini, dapat dilihat bahwa tagihan telepon dapat berkurang dari 9,09% sampai dengan 71,26% (bergantung pada operator tujuan). Hal ini terjadi karena program yang dibuat dapat melakukan panggilan ke sesama operator cellular tanpa melalui jaringan PSTN.
Kata Kunci : cellular, PSTN, tarif, perusahaan, VoIPABSTRACT: As more and more cellular operator developed in Indonesia, each operator create unique and different promotion program that offers many interesting features and gimmicks to attract subscriber. One of many promotion plans is promotion that is related to tariff or more known as "tariff war". In a matter of fact, this so-called "cheap tariff" is only applied for any call that is made between same operator or intra-operator. Unfortunately, PSTN's subscriber cannot enjoy this kind of promotion. They are still obliged to pay the tariff at relatively high rate. In this Final Project will be made an VOIP-based application system that can reduce the bill of PSTN's subscriber, especially for the corporate that has high telephone traffic toward cellular numbers.
This cellular gateway system consists of several different mobile stations with different operators that are connected into several different clients through VOIP. This system will then decide the route that will be used to call the cellular number so that the call that is made is considered as an intra-operator call. This matter arise from the fact in the real world that PSTN operators are still not be able to compete against cellular operator in a matter tariff policy. By the existence of this system it is hoped that PSTN's subscriber, especially corporate with high telephone usage can reduce its telephone bills.
In this project, we can see that telephone bills can reduce from 9,09% until 71,26% that depends of cellular operator. It can happen because the program can do intra-operator call with no PSTN network.
