ABSTRAKSI: Berkembangnya jumlah penyedia layanan pada jaringan GSM (Global System for Mobile Communications), memaksa operator penyedia layanan unutuk semakin memperkokoh jaringan dan mengoptimalkan layanan serta kualitas yang akan diberikan. Kualitas layanan yang akan diberikan harus sesuai dengan standar kualitas yang telah ditetapkan oleh pemerintah dan operator. Untuk memenuhi nilai standar yang telah ditetapkan diperlukan optimasi jaringan yang akan menghitung performansi parameter radio agar tidak terjadinya penurunan nilai kualitas sinyal suara, kehandalan sambungan, drop call dan kecepatan handover pada sebuah sel tertentu.
Tugas Akhir ini akan membahas optimasi jaringan dan analisis performansi pada jaringan GSM untuk cluster 21 area Garut sebagai salah satu wilayah cakupan dari operator penyedia jaringan. Optimasi jaringan akan dilakukan berdasarkan analisis hasil pengukuran cluster drive test yang terdapat pada BTS dari beberapa sel, dan data hasil pengukuran drive test adapun data yang akan dianalisis meliputi data parameter radio dan event actual lapangan.
Hasil dari optimasi ini adalah berupa perbandingan nilai hasil planning dengan nilai hasil pengukuran drive test serta memberikan rekomendasi untuk menghasilkan hasil yang lebih baik. Nilai dari optimasi akan mengacu pada standar kualitas kelayakan dari sebuah layanan setelah memenuhi beberapa parameter tertentu berdasarkan dari drive test yang dilakukan dan standard Key Performance Indicator (KPI).

This Final research will discuss the optimization and analysis of network performance on the GSM network for cluster 21 Garut area as one of the coverage area of the service provider network. Akan network optimization based on the measurement results of cluster analysis of test drive of the BTS from some of the cells, and results measurement drivetest data while the data to be analyzed include, call attempt, call drop, failed access, call success, handoff, and blocking.
Results of this optimization is a comparison of the value matches the value of planning with the results and provides recommendations for optimized to produce better results. Rated akan optimization refers to the quality standards of the feasibility of a service after the meet based on certain parameters of the Test Drive and standard Key Performance Indicator (KPI).
