ABSTRAKSI: Penggunaan video digital pada saat ini telah menjadi suatu trend tersendiri. Hal ini disebabkan oleh karakteristik yang dimilikinya, yaitu kita dapat menerima informasi lebih mudah dan jelas. Namun, ketika dilakukan proses pengambilan gambar seringkali terdapat noise, sehingga menyebabkan timbulnya bercak-bercak yang tidak beraturan. Jika hal ini terjadi, maka proses pengolahan video yang akan dilakukan tidak akan memberikan hasil yang optimal. Oleh karena itu, diperlukan suatu proses noise filtering untuk mengurangi noise yang terdapat pada video tersebut.
Pada tugas akhir ini digunakan teknik Blok SVD (Singular Value Decomposition) dengan bantuan DWT (Discrete Wavelet Transform) untuk mengurangi noise yang terdapat pada video digital. Noise yang dibangkitkan untuk simulasi adalah Gaussian, Poisson, Salt & Pepper dan Speckle dengan intensitas level yang berbeda. Dengan teknik ini, matriks yang merepresentasikan video ter-noise akan diuraikan, sehingga dapat diketahui komponen-komponen matriks yang terpengaruh oleh noise tersebut.
Pada hasil penelitian diperoleh bahwa teknik Blok SVD dengan bantuan DWT dapat digunakan untuk mengurangi noise pada video digital. Hal ini dapat dilihat dari nilai MSE (Mean Square Error) dan PSNR (Peak Signal Noise Ratio).

It’s because of their characteristics, like its simplicity to be spread, doesn’t need big storage, and the repairing process can be done easily. However, when the aquisition process is being done, noise could get onto it and make any damage. If that happened, the image enhancement process that will be applied to the image will not give optimal result. That’s way noise filtering process is needed to reduce the noise on it.
This final project is using Block SVD (Singular Value Decomposition) with DWT (Discrete Wavelet Tarnsform) to reduce noise on the image. The noise that is being generated for simulation are Gaussian noise, Poisson noise, Salt & Pepper and Speckle. The technic is decomposing the matrices that represented the noisy video. So it can be seen which components of the video that contain noise with different levels intensity.
The result of the research to get the block SVD technical with DWT can be used for noise reduction in digital video. There is ca be know the value MSE (Mean Square Error) and PSNR (Peak Signal Noise Ratio).
