Open data is a concept that emphasizes open access to data so that it can be used, shared, and utilized by various parties without significant limitations. One similar effort made by the West Java provincial government is implementing Open Data Jabar. This research aims to optimize Open Data Jabar based on an analysis of the benefits, challenges and impacts of implementing Open Data Jabar from a technical (data security, audit, standardization) and non-technical side (regulations, public opinion, comparison with other countries). The research methods used are Literature Study, Technology Ecosystem, Interview, Policy Brief, and Audit. The research results show that Open Data Jabar contributes to increasing transparency, encouraging innovation, and accelerating data-based decision making. However, there are various challenges that must be resolved immediately such as problems with data security, infrastructure, and regulations related to Open Data Jabar. With a deeper understanding of Open Data Jabar, this research provides recommendations in the form of a data security system using VirusTotal and MetaDefender Cloud to analyze document data security from malware as well as policy recommendations in the form of a Policy Brief to optimize the implementation of Open Data Jabar to support a more inclusive digital ecosystem. and sustainable.
