Abstraksi

The National Health Insurance (JKN) program, managed by BPJS Kesehatan, aims to provide equitable and high-quality healthcare for all Indonesian citizens. Despite its widespread implementation, service time performance remains a major challenge in many healthcare facilities, often leading to delays and inefficiencies. This study focuses on analyzing service duration as a key performance indicator, specifically for patients diagnosed with Chronic Kidney Disease (CKD). Using a comparative process mining approach, this research applies three algorithms: Fuzzy Miner for preliminary exploration, Heuristic Miner for handling noisy event logs, and Inductive Miner for generating structured Petri net models. The models are evaluated using fitness, precision, generalization, and simplicity metrics. The dataset includes 120,625 outpatient event records related to CKD from BPJS Kesehatan between 2015 and 2018, covering ten high-volume provinces. The analysis reveals significant disparities in service times across provinces. East Java recorded the longest non-instantaneous activity duration (87.6 minutes), while Banten had the longest inter-activity delay (88.9 days). These values exceed the outpatient service time standards defined by Ministry of Health Regulation No. HK.01.07/MENKES/1634/2023. The findings offer actionable insights for improving healthcare workflows and reducing delays in CKD outpatient services under the JKN program.
