ABSTRAKSI: PT. Telkomsel merupakan salah satu perusahaan provider telekomunikasi terbesar di Indonesia.Telkomsel menjadi pelopor untuk berbagai teknologi telekomunikasi selular di Indonesia.Dalam rangka mempertahankan citra perusahaan sebagai pelopor pengembangan teknologi telekomunikasi dan juga meningkatkan kualitas jaringan PT. Telkomsel berencana untuk mengimplementasikan teknologi Long Term Evolution (LTE). Untuk itu perlu adanya strategi teknologi dalam melakukan transformasi teknologi jaringan.
Penelitian ini bertujuan untuk memilih strategi yang hendaknya diterapkan PT. Telkomsel dalam rangka implementasi teknologi LTE. Perancangan alternatif strategi mempertimbangkan kapabilitas teknologi eksisting dengan melakukan audit teknologi, mengetahui persepsi dan harapan pelanggan atas teknologi jaringan PT. Telkomsel dengan analisis tingkat kepuasan pelanggan, dan melihat GAP teknologi antara teknologi eksisting dan teknologi LTE sehinggadidapatkan beberapa alternatif strategi. Kemudian dilakukan pemilihan strategi teknologi dengan analisis TOWS dengan melihat posisi perusahaan secara internal dan eksternal.
Berdasarkan hasil pengolahan data kuisioner serta data perusahaan (data internal dan eksternal), PT. Telkomsel hendaknya menerapkan strategi “ Hold and Maintenance”, strategi ini mengisyaratkan PT. Telkomsel untuk menahan diri dalam mengimplementasikan dengan tetap melakukan upgrade teknologi secara bertahap. Strategi ini terpilih berdasarkan analisis TOWS yang menunjukan posisi perusahaan saat ini berada di kuadran 3 dan didukung dengan fakta bahwa spesifikasi teknis kebutuhan implementasi teknologi LTE memerlukan biaya yang cukup besar, dan juga respon kompetitor atas teknologi masih belum agresif.

Telkomsel become an exponent of many selular telecommunication technology in Indonesia. In order to maintain image of company as an exponent the development of telecommunicationtechnology and increase the quality of network, PT. Telkomsel has planning to implement Long Term Evolution technology. For that reason, the company need a technology strategy in transforming network technology.
The research’s is to choose a strategy that should PT. Telkomsel implement in order to implement LTE technology. Designing a strategy alternative consider to the capability of existing technology to conduct technology audits, determine perception of customer and wish of customer with analyzing level of statisfaction of customer, and see the GAP of technology between existing technology and LTE technology so obtained some strategy technology alternative. Then, choosing a strategy technology with TOWS analysis method, and see the position of company internally and externally.
Based on the result of quesionary data processing and company data ( internally and externally), PT. Telkomsel should implement Hold and maintenance strategy, this strategy suggest PT. Telkomsel to holding the implementation of LTE technology, and keep upgrading their technology gradually. This strategy choosen based on TOWS analysis which shows the current position of company located in 3rd kuadran and support with the fact which the invement of technical specification for needed of implementing LTE technology is costly and also the respond of the competitor is not strong enough.
