ABSTRAKSI: Kondisi eksisting alokasi pita frekuensi untuk fixed wireless access masih tumpang tindih dengan peruntukan komunikasi wireless lainnya seperti untuk sistem komunikasi selular, microwave link dan sistem komunikasi satelit. Dari sisi ijin penggunaannya, beberapa pita frekuensi radio untuk broadband wireless access diberikan secara eksklusif di suatu lokasi dan beberapa pita frekuensi digunakan secara bersama (sharing).
Pita frekuensi 3,3-3.4 GHz digunakan sebagai alokasi broadband wireless access di Indonesia dan negara-negara lain dengan satuan unit kanal terkecil 2 MHz. Alokasi frekuensi ini sangat cocok digunakan untuk implementasi broadband wireless access.
Setelah spektrum frekuensi ditentukan, langkah yang dilakukan oleh regulator adalah mendistribusikan pita frekuesni yang ada, seberapa besar tiap operator akan mendapatkan alokasinya dan apakah berlaku nasional atau regional. Oleh karena itu diperlukan kajian teknis dan ekonomi terhadap perencanaan alokasi frekuensi dan pemberian ijin lisensi spektrum sehingga bisa bersifat adil.

From its usage license, several radio frequency for broadband wireless access is exclusively provided for some location and several frequency bands with sharing usage.
Frequency band of 3,3-3.4 GHz is used as broadband wireless access allocation in Indonesia and other countries with smallest channel unit of 2 MHz. This frequency allocation is very compatible used for broadband wireless access implementation.
After frequency allocation is defined, regulator should distribute the existing frequency bands and determine how many allocation will be accesible by each operator and whether it is valid for national or regional. Therefore it is needed the technical and economic study of frequency allocation planning and spectrum license, in order to get fair condition.
