This book constitutes the thoroughly refereed proceedings of the 10th International Congress on Telematics and Computing, WITCOM 2021, held in November 2021. Due to the COVID-19 pandemic the conference was held online. The 12 full papers and 7 short papers in this volume were carefully reviewed and selected from 48 submissions.
