The current condition for outside network design to determine the point coordinates been doing on desk by using applications of Geographic Information System, however, because of differences between the measurement point coordinates on site to process on desk using Geographic Information System, it still needs on site survey for reducing cost losses in the network deployment outside.Differences in measurements on site and process on desk form a specific pattern that can be used as a reference in making models. Transformation point of coordinate model can be made by a rotary and scale transformation method approach. With this transformation model with tolerance below 5%, the measurement process on site is eliminated so that the time and costs for the onsite survey can be eliminated.
