ABSTRAKSI: Dengan semakin banyaknya operator GSM saat ini, maka setiap operator mengadakan promosi untuk menarik perhatian pelanggan dengan cara menawarkan berbagai macam fitur dan promosi yang berbeda. Salah satu promosi yang sekarang gencar adalah promosi pentarifan yang lebih dikenal dengan “perang tarif”. Tetapi tarif murah itu hanya berlaku untuk sesama operator. Hal yang cukup menguntungkan ini tidak dapat dirasakan oleh bagi pelanggan PSTN. Dalam penelitian ini dibuat sebuah sistem untuk menekan biaya tagihan telepon bagi pelanggan PSTN khususnya perusahaan yang memiliki tingkat penggunaan telepon yang cukup tinggi untuk menghubungi operator GSM. Sistem cellular gateway ini terdiri dari beberapa mobile station berbeda operator yang terhubung dengan beberapa client melalui PBX. Kemudian sistem ini menentukan jalur yang akan digunakan untuk memanggil nomor GSM. Sehingga panggilan yang dilakukan merupakan panggilan ke sesama operator.<br>Permasalahan ini diangkat berdasarkan keadaan nyata di lapangan bahwa operator PSTN belum mampu bersaing dengan operator GSM dalam hal pentarifan. Dengan adanya sistem ini maka diharapkan pelanggan PSTN, khususnya perusahaan dengan tingkat penggunaan telepon yang tinggi dapat mengurangi biaya pemakaian telepon.<br>Pada tugas akhir ini, program yang dibuat dapat melakukan panggilan ke sesama operator GSM dengan menggunakan deteksi nomor tujuan penelpon. Deteksi awal DTMF menggunakan modul EMS DTMF decoder, kemudian akan dilakukan proses seleksi prefix nomor tujuan untuk menentukan jalur panggilan keluar. Dari pengujian yang dilakukan sebanyak 30 kali, waktu pembangkitan DTMF sebesar 5,14 detik untuk 10 nada dan selama pengujian kehandalan alat dalam menangani panggilan sebesar 98,3% (60 kali percobaan 1 kali error)Kata Kunci : GSM, PSTN, tarif.ABSTRACT: As more and more cellular operators developed in Indonesia, each operator creates unique and different promotion program that offers many interesting features and gimmicks to attract subscriber. One of many promotion plans is promotion that is related to tariff or famously known as "tariff war". Nonetheless, this so-called "cheap tariff" is only applied for any calls made between same operator. Unfortunately, PSTN subscribers cannot benefit from this kind of promotion. They are still obliged to pay the relatively high tariff. In this research we delevoped an application system that aimed to reduce the cost of PSTN subscribers, especially for the companies with high call traffic toward GSM numbers. This cellular gateway system consisted of several different mobile stations with different operators that were connected into several different clients through PBX. This system then decided the route which would be used to call the GSM number so that the call made was considered as an intra-operator call.<br>This issue arises from the fact that PSTN operators are still not able to compete against GSM operators concerning tariff policy in telecommunication market. By the existence with this system, it is hoped that PSTN subscribers, especially companies with high telephone usage can reduce their telephone bills.<br>In this research, the system successfully performed intra- GSM operator call by detecting the destination number. EMS DTMF decoder module was used at the begining to detect DTMF signal, then continued with prefix number selection process to route the outgoing calls line. From 30 tests, we recorded that DTMF generation time was 5,14 seconds for 10 tones. The call handling reliability of the device was 98,3% ( 1 error in 60 tests).Keyword: GSM, PSTN, tariff
