The aim of Indonesian nation was a strong, big and respectful state in the nations world after sixty-six years to aim our freedom was not yet made in rejoicing. Optimism faced anykind problems, founding father nation in develop state of Republic Indonesia was not have balanced with many of problem must be finished at these nations. Although with impact was not to be hoped in the democracy life. Still far from the aim of the condition nation from character nation. Decreased in behavior and action from character nation, from legislator, executants, yuridical till all community. At present, behavior only for itself than for the nations. Problem character nation decreased, because decreasing in education character to next generation. Decreased implementation character value at the government and community have narrow intellected the high value nation culture moral. Democracy nations have democracy moral, character, culture moral, responsible to prosperity nation, as constitution Indonesian government No. 12 tahun 1954 chapter 3 and 4. Constitution No. 2 tahun 1989. Constitution no. 20 tahun 2003 not yet be existence as to be hoped. Problem for nation character could found from education system. Therefore, education was not effort to reach the end of education is character. At formal, informal, and nonformal education was not effort to continue character education and implementation in community life at the generation. Character education effort to build and to develop value intelligent character for communityhave three approximation, that is; 1. Develop to have the character pedagogy-psychology at the education; 2. Develop to have character culture-social at the socialize to community; 3. Politic-socio by government policy and community organization.
